这是否和中文原句中的“建”有关，有动词“建”，就使用for 表示针对性。
假如没字眼“建”变为“计划委员会已经将核电厂的可能地址缩小到……”这个时候用表示所属的of，则为适合？也就是说我翻译的句子中“for building” 中的buidling 也可以省略？
